Notwithstanding these benefits, both the provincial Ministry of Skills, Training and Labour and the University College of the Cariboo Board recognize their primary responsibility is to the education of British Columbians.
International students will not normally be accepted into limited enrollment programs if, by their acceptance, places are denied to qualified Canadians and permanent residents. This does not preempt the University-College from adding seats for international students to specific programs.
Programs designed for international students, which also create course opportunities for British Columbians, are encouraged.
Costs of educating international students (including administrative and management costs, as well as direct instructional costs) must be borne by international students, or their sponsoring agency, on a full cost-recovery basis.
